Use it on your drill press table as a hold down for your work. The lifting eye on the threaded stud is the wing nut. drop the stud through a slot in the table.
As Dave has pointed out these are used in many places for stationary hold downs .
The RAS or a Chop saw even as a bench hold down .
Maybe as a hold down on a jig or fixture , panel router / saw ?
Seams like there were some called "Sta Fast" er sumthun like that.
You will find a good home for them we know .

Aha! That explains why it was in the same box with a drill press machinist's vice and a mortiser. Thank you both.
How can I put it delicately? This tool can be used in an emergency situation, namely when you run out of Preparation H :-0
Well, yeah. That was the other use I was thinking of. :-)
The eye was what had me baffled - I figured it was for a piece of 1/2" rope for something. But as a thumb nut to turn it with, that makes sense.

I used to have one for my drill press. Very handy until someone walked with it. You can get a new one through Lee Valley under the jigs and hold down section of clamps for about $20.
