Just turned a handle for a 740. Then started cleaning up the chisel with a super fine wire brush and found that where the chislel and socket meet there is a definate difference in the metal. Is that where the heat treating stops ? (my guess).

Yes, as far as I know you are correct.It is high carbon steel so the makers would not harden the whole thing and this is convenient as some strength is required at the part where blade becomes socket.
