The legs are 2″ round steel white and are holding up a white “formica” top gluded to MDF but not on the top and bottom.
I need to make a larger top using the same legs.
– Anything besides MDF that would be as good a substrata? I don’t really like MDF.
– Do I need to laminate both sides? original is not and is has held up for 25 years this way.

The most common substrate for plastic laminate is industrial particle board, it's not the same as particle board underlayment. There is a very high probability that the top will curl if you don't laminate the under side. There is a plastic laminate backer sheet that is typically used that is much thinner than regular PL. Don't try to use plywood. You aren't going to find these products at a big box, you may have to order them from a full service lumber yard or get them at a countertop manufacturer.
