Is there any possible problem applying a Maloof finish over wood the has been ebonized using a vinegar and steel wool, solution? Quebracho bark powder will also be used during the ebonizing.

As long as your ebonizing solution does not impair the absorbency of the underlying wood, you can use the Maloof oil/varnish mixture. The Maloof finish is an in-the-wood finish so anything that fills the pores of the wood would make it unusable.
Every time I have a concern of this nature I test it by using a sample piece.
