i bought a zero clearance insert from rockler-made of phenolic resin i think, and because there is zero clearance, it is noisy. is this just the nature of the beast with zero clearance inserts compared to the insert that comes with a saw?

I would guess that you're hearing the blade teeth rubbing the insert as the blade rotates. No blade runs perfectly true, so there will always be a bit of wobble as it turns. You will also cause some small amount of deflection as the blade cuts thru a piece of stock. (Wood density varies along the cut line, but the blade wants to follow the path of least resistance.)
I usually get some new noises when I first use one of my home made zero clearance inserts, but they disappear after a few cuts as the blade slot becomes slightly larger.
That's normal. Iffn it bothers you, take a thin file or wrap sandpaper around a comb or something thin, and knock the edges off ever so slightly.
I was trying to find a way to open the opening slightly without sacrificing my zero insert support, sometimes the answer is right in front of your face, thanks Dave
I know. I find that particular noise annoying, myself.

There's usually a little slop in the fit of an insert into the table. Try lowering the blade and slipping a putty knife or a shim shingle into the gap between table and insert to force it to one side, then run the saw and slowly raise the blade to cut a shade more off the slot; repeat for the other side.
Now why didn't I think of that. Sometime Homer just kills me .... DOH.
