I would like to glue some 1/16″ walnut to an 1/8″ substrate. Is hardboard ok as a substrate?

I've had trouble using hardboard for a veneer substrate. The smooth side does not accept glue well, so the excess forms pockets which then form high spots on the veneer face. In my experience, plywood works better. Woodcraft (and I suppose others) carrys thin plywood. If all else fails try this link

If you just want a small piece, they might have scrap. I found them to be very customer-friendly.
BTW you didn't ask, but it is vital to veneer both sides of a thin panel at the same time. Also, run the grain of the veneer perpendicular to the face grain of the plywood. Otherwise, it will warp and be very difficult to straighten.
I would not recommend it. That product is too much like paper products, You can get a good bond to it, but its internal strength is too weak. It would be somewhat akin to gluing craft-paper in a glue-line that you want to split apart without having to saw it, and 1/16" could still have enough structural oomph to do the trick.
