Hi All, I think I messed up the last time I posted this. Here goes.On the back of the bin can it is not recommended for full priming of exterior wood. Why? Since #2 white pine today is mostly knots anyway, why not prime entire board?

Darned if I know. BIN is shellac-based, and shellac is an excellent moisture barrier. Perhaps something about being outside would lead to warping, but this kind of runs counter to what I'd first guess.
I'd follow the instructions in this case, and not trust my judgment.

I would reason that the purpose of BIN as a surface primer is to stop leakage out from the timber to the underside of the finishing coats, for example in sealing knots. An undercoat is intended to provide a good key between the timber and the top coat enabling it to stop ingress of moisture and dirt to the timber.
