Small Parts.com has almost every machine screw and probably wood screws. I buy machine screws often and usually receive them within 4 days.

McMaster-Carr (http://www.mcmaster.com) is my favorite source for hardware. Excellent on-line searching for products, and very fast shipping. Screws, bearings, lead sheet, and whatnot are all there.
Most areas have a fully stocked, locally owned hardware store. They may not stock screws this small but can obtain them from their suppliers. The noted suppliers are fine established concerns, however I try and support my local businessman.
Not always practical to special order form local hardware stores as it often takes a certain minimum or set time frame or they don't really give you much for options. I have several hardware stores and industrial suppliers like Fastenal, etc within 10 minutes of me and I still have to order from other sources. Of course it's for a commercial business and typically want it now. I've even had custom lags made for special applications so I'm probably at the more extreme end of your purchasing requirements.
