I have a set of Bosch router guide bushings. Can a 1/2 inch router up-cut spiral router bit be safely used in a guide bushing with a 17/32 inch interior dimension? The next larger size in the set is 21/32 ID.

It is obviously a close fit so you will have to make sure the bit is concentric with the guide, most routers can be adjusted to do this, usually by just loosening the base plate mounting screws or the collar mounting screws and then shifting the alignment.
There is also a fair chance, and this is probably why you are asking, that the collar might restrict chip clearance. Whether this will happen will depend on the wood species, the bit, and the speed of the cut. It might be worth making a test cut before making a jig based on the smaller collar to avoid having to resize the jig if the collar does cause problems.
If the jig is thicker than the collar projects below the base, this will allow room for the chips to escape to the side rather than having to exit through the collar.
