Please don't use all capital letters in your posts. My vision is poor and I cannot read posts that are all caps.

I would go to a (real) building supply and ask for replacement parts. They should be able to help you.
I'm curious about your hinge placement.
What type of hinge will you be using?
What is the size of the window?
Obviously, you will be using thermal pane glass, right?
All the round windows I have seen, pivot at the horizontal center, but these were 'vintage', not modern.
Unless the window is very small, a single hinge at the top will be very weak structurally, a good gust of wind will twist it off. Go look at what is being done commercially to hinge round windows, if you can't find someone using the design you have in mind there's probably a good reason why.
