I’ve had to do a lot of dry fitting with my project and have gotten oil from my fingers on my walnut veiner plywood. I’m sure it’s oily fingers and not glue. How should I clean this up before sanding, dying and shellacking? ….use paint thinner?

If you wash these areas with paint thinner, try to keep it local and dry behind with a clean paper towel.
I would also give it a light sanding afterwards.
I know this is hindsight, but wash your hands, especially after eating!
