There are some two part wood bleaches on the market. You can find it at most paint stores, and some big-box stores.
Oak doesn't react well to chlorine bleach, but rather to peroxide and NaOH mix. You can get ready-to-use two part bleach or buy the chemicals and make it up yourself.

Once you have applied the bleach solution and it has done its job, you need to neutralize the reaction by washing the wood with a solution of 1 part white vinegar to 2 parts water. JL

You might try a bit of green dye if you don't mind the wood getting a little browner.
