doesn't matter
If you prime before cutting you will still have to prime the cuts. Outdoor furniture is guaranteed to have water get into all the cracks. Priming doesn't stop the resulting absorbtion completely, but it at least slows it down.
It is probably easier to prime before you cut with roller and use a brush in the cut areas.
