The pigments originally used to make Chinese black lacquer are probably impossible to attain today. But, pigmented lacquer is available and can be adjusted with jet black or printer's ink.
The high gloss is what's important. Try an automotive paint shop, ask what they use for high gloss black. Most use acrylic based paints, and they're expensive.Expert since 10 am.

Give us some sort of idea what exactly you are trying to achieve - what color (or colors) and what is it that you will be painting?
Also, I sense that you may not be in the states - if so it may take someone local to you to recommend something readily available in your area.
