Powder Post Beetles
By the time you see the holes surrounded by puffs of sawdust - the beetles in the holes have flown. A common misunderstanding is that the sawdust puffs are caused by beetles excavating. Actually, its them digging themselves out.
One treatment is to 'break the cycle' by surface treating the boards so the beetles are killed when emerging, and the very small larvae deposited on the board surface are killed before they can burrow in. There are commercial products like 'bora-care'. Not cheap. But you can make your own using 20-MuleTeam Borax from the laundry aisle. This will usually not kill the beetles inside the wood - unless the solution contains penetrating glycols.

Do a search on this Forum as well. I believe there may be some posts on homemade solutions from a few years ago.
I personally do not worry much about active internal beetles as long as the surface has been well treated to kill them on emergence - before they infect other hardwood stuff in the house. Simply use the borax wash on suspect wood before sealing with shellac etc. To me I see no effect afterward on the finish.
I think tat's the best treatment. microwave this is what you need.
I found - http://powderpost-beetle.com should work
