I have two questions. I’ve been asked to refinish a kitchen table top that a few years ago I applied several coats of polyurethane to. Can I just sand it first to rough up the surface and put another coat of polyurethane on top? Or, should apply a coat of shellac first? or what?
My second question is, where can I buy a good quality natural bristle brushes?

Sand the surface well with 220 paper. You'll want to give the surface good tooth for the next coat. I would also follow with a good rubbing with a maroon scotch pad.
Clean the surface well to remove all the dust. As a final prep, dampen a cloth or paper towel with mineral spirits and wipe the surface and dry it as you go.
Apply the poly in thin coats, you will get a much better job than if you pile on a couple of thick coats.
