There are primers for this. Google for laminate primer or formica primer. I haven't used them myself but my wife has seen them used moe than once on the BBC DIY programmes.
About 6 years ago, I built our kitchen cabinets from 3/4" melamine-coated MDF from Home Depot. I had to buy the material over a period of a few months and a couple of cabinets weren't the same shade (good quality control LOL). My wife just used the white latex paint she was using for the face frames & put a coat on the offending cabinets. So far, no problems. If I had to do it again, I'd sand & prime first :-)
Here is a nifty product that has been around for years which is intended to treat problem surfaces prior to painting:

"Easy Surface Prep" (mfg. by Flood).
Application is dead simple, and it can be used under either alkyd or latex paint.
