I have an unfinished cedar balcony railing and slats that needs to have some type of finish (deck is Trex). It is covered and hardly ever gets wet from rain or snow and is subjected to the morning sun until about 11 am. I need a suggestion for a VERY durable finish (not paint) that will last many years (I hate refinishing).

You could leave it unfinished and never have to worry about maintenance. It will turn a silvery grey after a short while. Cedar is very rot resistant.
A penetrating oil can be as easy as it gets. It won't have a surface film like paint or varnish so when recoating is simple. One brand that comes to mind, although there are many, is Olympic brand. I apply it once a year to the cedar siding of my shop.
Whatever you do outside will require maintenance at some point whether we like it or not.
