Are there any precautions or information I should be aware of if I want to go over some veneered panels with oil based poly that had been previously coated with waterbased lacquer. Do I need to completely remove the old finish or can I simply surface sand, wipe down the surface and apply my new finish?

What waterborne finish was used? What oil-base poly do you want to use? Why do you want to do this?

It was Target Ultima Spray Lacquer. Panels got scratched up. Sprayer is down and I wont be getting it fixed anytime soon. I need to get the panels done in a hurry so I was planning on sanding the scratches out and going over it with Minwax Wipe-on..

You should be alright as long as you do a thorough sanding to allow the poly a mechanical bond with the USL. The USL is fully cured right?
