My moisture gauge reads all cold wood at the same moisture content. Is there some way to compenstate?

My Lignomat has a chart to compensate for temperature. From what I hear a cheap meter isn't relaible but have no idea what kind you have. Typically I contact the manufacturer for technical problems with their equipment...have you tried that? What do you mean by cold? Zero degrees??? More info in your post would be helpful to give a possible better answer.
