I just bought a new hook & loop pad for my Bosch random orbital sander because the paper was working itself loose with the original pad. The new one doesn’t keep the paper secure for very long either. Any tips on how to address this issue?

A problem I've heard more than once.
Often times the hook surface is damaged by using worn out sand paper that generates excessive amounts of heat which melts the fine plastic hook surface. So use fresh paper and don't bear down hard on the sander when you use it.
