I’m building a frame and panel cover out of cherry, for a friend’s Jacuzzi. The panel openings are 11″ high by 18″ long. What is the proper way to orient the grain in a flat panels, horizontal or vertical?

Generally, with frame and panel, the grain should run the same direction as the stiles, which in your case is the 18" length.
The grain is usually oriented in the long direction of the panel opening. This is the most dimensionally-stable panel, because boards expand more across their width than length percentage-wise.
