I am making a butcher block with kiln dryed lumber. The end grain will be on the surface. Each block will be 1.5″ X 1.5″. I want to put a solid wood strip “border” on each end (2 sides). This strip would be approximately 3/16th of an inch thick.
Is there a cross grain issue? I could cut the strip into 1.5 X 1.5″ pieces and glue it on, but i would rather use one piece.

On the veneering forum at vacupress.com it's often suggested that veneer thicker than 1/8" should be treated like solid wood. You might consider making your border a bit thinner.
