I just finished a shellac finish on a balustrade I’ve been working on. Where the turnout mates to the newel, I had planned to glue the joint. Unfortunately, I forgot and shellaced the underside of the turnout. Can anyone recommend a glue that will effectively adhere to the shellac?

I think most anything would adhere to the shellac (as long as it's dewaxed), but I don't think the resulting bond would be nearly as strong as you would have if you just scraped the shellac off the mating surface(s) first.

I think you have got to remove the shellac. Though I can't prove it, I suspect that the bond strength would be dramatically reduced.
Quickstep , Use Roo glue , the same as used for Melamines .

Take a page from the luthier's book -- they often need to glue parts to other parts that have been finished -- a bridge on a guitar, for example. They scrape the finish under the part off first.
That said, isn't the turnout bolted to the newell? If so, I wouldn't worry a whole lot about it either way.

There's a screw that holds the turnout onto the newel and that by itself is probably sufficient, but I really like a rock solid newel, so I'm going for a little overkill.
I would think you could remove the shellac under the part in question with alcohol. It dissolves it. If it's a small amount, use a q-Tip.
If it moves, tax it. If it keeps moving, regulate it.
And if it stops moving, subsidize it.
