I'm going to assume by "turbine" you mean cyclone. Deciding on whether to go with a single stage (standard) DC or a cyclone DC has many many variables. Many of those variables are specific to your own needs and wants. Some things to think about:
Do you need the DC to be portable?
How much ceiling height do you have?
What type of machines do you have (i.e. are they large dust or chip producers. For large chip producers, a cyclone or 2 stage system prevents the chips from cloging the filter prematurely.)
How much money are you willing to spend? (Cyclones are more expensive).
Once you decide on the style, correctly sizing the system requires a whole new set of questions to be asked and answered. Many of which again are dependant on your specific situation.
I suggest taking a look at Bill Pentz's site (http://cnets.net/~eclectic/woodworking/cyclone/) information on dust collection. I found it helpful.
I use Oneida's 2HP comercial cyclone for my shop. It was the "right" system for me and my needs/wants.

Any chance you can put the DC outside your shop? That's what I did. Can use the cheaper bags that way and noise is not a problem. I poured a small slab under the eve and then enclosed it with a tarp. Then installed two ducts through the shop wall each with a blast gate. Mine is the 1100 cfm Delta 50-850. I use a cloth bag on top and a thick plastic (disposable) bag on the bottom. The full plastic bags go out to the garbage men. One duct through the wall goes out to a separator then into the bag.

If he's going to put it outside, he will have to devise a way to either return the cleaned air to the shop or to provide for make up air some other way.
This is particularly true if his shop has any type of furnace, gas fired hot water heater or other device that uses fresh air. A dust collector will cause a backflow and draw carbon monoxide down into the shop.Howie.........
Yeah, living in the tropics, I tend to forget about the need for heating. I notice that problem in the summer when my DC is sucking out cold air.
