"Reduce noise by 50%" Since I seem to be the first one to answer -- Whenever I see a statement like that I wonder if it means 50% of the linear measurement or 50% of the decibels which is nonlinear, of course. Quite a difference. For the real answer to your question, I can only guess that do lower the noise noticeably. I've seen mufflers do wonders. Hopefully the more knowledgeable will chime in.
I've seen mufflers for shop vacs and tried one in the store and have found it to be next to useless.
