Combination sander 6×48 and 12″ disk
Is 3450 rpm too fast for this size sander for wwing? There is one for sale but perhaps I should pass on it if 3450 is too fast for a 12″ disk, and even the belt?
Would it tend to burn wood?

Is there any firm opinion as to the speed of a combo sander this size?
I need to decide to pursue this offer or not soon.

I'll pass this one, regretably. But luckily I checked and did a search.
My PM 12" disc sander has a direct drive 1750 RPM motor. Twice that speed would be too fast in my opinion.
You might Google the brand and model and come up with the manuf's. specs.
The new PM disc belt combo runs at 2375 RPM. If the machine is used, it may have had the motor replaced with the wrong speed. I've found used 3500 RPM motors much more common than 1750 RPM. If the one you are looking at is not direct drive can the pulleys be changed to reduce the speed, or factor in the cost of a motor replacement.

I agree. My Grizzly runs at 1750.
I think you see a lot of the 3,450 rpm machines because a lot of them are metalworking machines repurposed for woodworking. It's not uncommon to see a manufacturer offer both speed options.
Fisch has a pretty nice 6x48x12 combo sander (2,000 rpm) that also has oscillates (on the belt side). Pretty reasonably priced as well, I was thinking of getting one.
And I'm pretty sure my PC is 1725 RPM.
