I’m building a rocking dinosaur (not rocking horse) for my new grandson, Santino. I want to paint it (probable green) and knowing the kid will probably chew on it, I want to be sure I use paint that will not harm him. Any sources. I live in Toms River, NJ.

Milk paint is a good choice for this. It's non-toxic and pretty durable. You can get it in a variety of colors. I've only used the powdered kind that you mix up yourself, but there are also premixed versions available.
Milk paint dries with a fairly flat finish. If you want something glossier, you can add a coat of shellac on top of the paint.

BLO is also a good top coat for milk paint - takes the chalkiness out of the color making it pop and yields a nice sheen. Also adds some water resistance. FWIW
