Hi Chuck,
I looked into this a few years ago when a neighbor asked me if I would build him a home bar for his basement. I never really found a set of plans and he ended up turning the basement into a play room, but my research left me with the impression that you're best bet is to design and build it from scratch and then outfit it with bar hardware from one of the resources below.
I can think of two methods of construction: One is to frame it out with 2x4s and then apply a bar top and a frame-and-panel facade. The other is to build it like a series of kitchen cabinets.

I just called and emailed the two companies below to get the scoop on their offers. If they're legit, they both sounds like good resources if your looking for a beginner-to-intermediate level projects. However, I don't recommend blindly ordering from these site without speaking to someone on the phone. I'll let you know what they say when they return my messages.

Thank you I did pay about $20 for plan downloads from barplans, not too bad but your right I should had just used my basic woodworking instinct and built it from scratch.
