Many band saws don't have the top and bottom wheels perfectly aligned with each other which will make it impossible to get the blade to track in the center of both wheels at the same time. Many people obsess over this "problem", which can be corrected on most saws but the adjustment can be time consuming and require disassembling the saw, the exact procedure depending on the make and model of the saw.
A small difference in the way the blade tracks on each wheel won't effect the saw's performance and can be safely ignored. You can do as you suggested, center the blade on the top wheel, or you can split the difference and set the blade a little left of center on one wheel and to the right of center on the other wheel.
