I wonder if this price is that of used-tools or new-brand’s.

The pricing is always for new tools and the average price is determined by doing a search of a number of the larger suppliers that sell nationwide, most of whom seem to set fairly similar prices, so there usually isn't a big difference between the most and least expensive offers.
If you are shopping for a tool, use Google or some other search engine and you will be able to instantly see what the actual price is from dozens of suppliers, and then pick the best price although this can be complicated by shipping costs and taxes which aren't taken into account when the magazine determines the average price.
