Hi again, I am starting to turn a bowl as my first turing and was wondered if I can change speeds on my OLD Rockwell lathe by swiching the vbelt from the two exposed 4 belt pulleys on the motor and head peice.

Absolutely, Just remember bowls like to run slow.
Start by using the largest pulley on the head stock to get the slowest speed. Spin the stock by hand first(no power) first to check balance and adjust as needed. I always bandsaw my bowl stock round before turning, that helps balance a lot.
