Help!
I’ve been making raised panels with a 3hp router in a table for years. I decided to upgrade and now have a late model 3hp delta shaper. Using a router bit adapter I routed some panels in poplar only to find I still needed to do several passes inorder to overburden the machine. Several times i actually stoped the blade rotation/ belt sliding on the pully. I thought with a 3hp shaper i would be able to do the job in one pass. Am I off base here? Is my used machine not up to snuff?
Your thought would be much appriciated.

The belt shouldn't slip. I would suggest you check the tension on the belt and adjust as needed.
I would not personally try to mill your profile in one pass with the setup you described. I believe a router bit, including the raised panel bits, are designed for routers, not 3 hp shapers. If I had to use a raised panel router bit I would continue to mill the profile in two or more passes. Keep in mind, the hp rating of your router is probably overstated.
On the other hand, I would feel comfortable milling the profile in one pass if I had cutters (not a router bit) and a powerfeed, with emphasis on the powerfeed.
With all this said, your suspicion is correct. With the proper setup, a 3hp shaper is capable of milling a raised panel in a single pass. Any other configuration needs to be managed by the design and intent of the weakest link.

I have a 5 hp shaper in my shop,and depending on species, need to cut raised panels in 2 passes. I like to take one large pass, then one light finishing pass. This works well with wood that has a tendency to burn, like cherry.
A router bit in a shaper is running at half it's normal speed so it would tend to bog down.

I run raised panels on a 3hp shaper in one pass, the finish is superb.
Don't use a router bit, use a minimum 3/4" bore shaper cutter and you should see a big difference.
