Bill is right: epoxy is tough to beat for outdoor applications.
If there are any voids in the plywood you can add a filler (e.g. micro balloons) to the epoxy and use it as a putty to fill the voids.
If you're hesitant about using epoxy, you can fill any voids with good old Bondo auto body filler under the finish of your choice. I used Bondo as a filler on the wood boat I built many years ago. It worked perfectly. I painted the boat with a brand X enamel. The combination of Bondo and enamel held up extremely well--even though the boat swam only in salt water and lived outside. The only maintenance it needed was a new coat of enamel every two or three years.
