I have a 3600 br makita router. I would like to know how to make a tilting router base for stopped grooves.

I don't know anything about Makita routers. I'm an Hitachi guy myself. But I'd mount the stock at my angle in a mortising jig rather than make a tilting base. You'll lose too much depth of cut I believe. A universal mortising jig like the one shown in my Complete Illustrated Guide to Joinery book would allow for all sorts of angles just by setting your workpiece onto angled blocks.
Alternatively you could screw a new sub-base onto your router that has angled blocks mounted to it. Or you could make up mortising templates that have the template mounted at the needed angle. You'll also find these in my book. I hope this helps. Gary
