I have traditionally used a wash coat of Zinsser’s seal coat over my cherry projects to control blotching. <!—-><!—->

Is it necessary to do that with walnut, or is it simple less prone to that problem?

I haven't had a blotching problem with walnut, but some boards with particularly swirly grain structures may show something that might be called blotches, though I think them more appropriately called "figure". It is no where close to woods like cherry or maple in terms of blotchiness with oil based stains.
But the best way to find out is to do test samples with scrap from your project.
I use orange shellac on walnut just for the color it imparts the wood. I usually top coat it with amber lacquer. (regular lacquer, not water white)
I don't think you need to do this for blotching but walnut looks great with an amber shellac finish.
