I am lapping the back of a new plane blade. I used sandpaper to 1500 grit and went from there to a 4000 grit waterstone. Is it too big a jump? The back of the blade just got uniformlly dull gray.

As long as the back of the blade has an even look to it, and the scratches left by the 1500 grit sandpaper are gone, then the water stone has done its job. The grit grading used for waterstones is different from the grading for sandpaper so the numbers don't give you a lot of guidance.
