Is the router a 1/2" collet?? I am assuming it is so I would take the collet off the machine and test the fit of the bit to collet prior to installing in the router. Sometimes new collets need to be broken in to accept new bits???
Double-check that the collet is really 1/2" and not 12 mm.

Check to see that the 1/4" adapter has been removed
The Hitachi M12V has the shortest arbor bore of all the routers I have looked at. I believe it is only 1-1/8 inches deep, and this is why you can't seat the bit in any further.
However, you should not seat the bit in this far anyway. It can cause the collet to not tighten properly on the shank. With a 1/2-inch bit, there is not much need to insert the bit so deeply into the collet, unless it is a very, very large bit. The collet gripping surface is generally less than 1-inch long, so this is all the further you need to insert the bit. Anything beyond this is just for shortening the length of the rotating mass.
