The measurement from 0 to 1 is equivalent to 1 inch, whatever that might be.
It looks like different parts of the drawing are at different scales. For each part, you could use a pair of dividers or a compass set to say the 1 inch distance on the scale and pick off lengths on the drawing. To get fractions of an inch you woulld need to divided the scale further. This could be done in several different ways Here's one way: http://www.mathopenref.com/constdividesegment.html
