I’m making a table top of Mahogany. Sanded to 220 grit, and cleansed with denatured alcohol prior to a coat of BLO, which raised the grain. What should I do? Can I sand lightly with 600 grit without having to recoat, or should I sand thoroughly and start from scratch? I plan to use Waterlox as the top coats.

I would do the light sanding, wipe off with a tack cloth and apply your Waterlox top coat. Make sure to allow the BLO to cure for 5-7 days before finishing though. Attached photo is walnut that I put through similar process using two applications of Waterlox Marine Sealer, sanding with 400 grit, and two coats of Waterlox Original Marine Finish (sanding with 600 grit between).
On the Highland Woodworking site, in the 'Library' section there are a couple good finishing tips by Alan Noel you could try.
