I’m totally confused on how to place my blade in the various planes I have. My Stanley small block plane (#220) looks as though the bevel faces up (when looking down from the top), but the Japenese, Taiwanese, ECE and other planes I have, the bevel faces down toward the work. Is the Stanley the only exception to the rule?

Whether a blade is bevel up or bevel down depends on the angle of the blade in the plane body, it's just a matter of what works with the angles involved. If the blade is at a low angle, the bevel has to be up, as in your block plane. Where the blade sits at a higher angle to the sole, as in most bench planes, the bevel is down.
