Okay, did a Google search and it looks like California shutters are the same thing as Plantation shutters. If so, then Norm has plans on the NYWS web site.

If you decide to go with Norm's plans, do a quick search here on plantation shutters. I recently made a set using norms plans, but I also received some good input here, particularly if you need to frame them, rather than attach them directly.

Have not tried Norm's plans, but he rarely has something that isn't great!.
