Greetings,
I am new to woodworking and recently bought a Delta TP300 portable planer. It seems to work well but what a mess. It does not have a dust collection system built in. Does anyone have an idea how I can rig up dust collection to this planer?

yep, here's what I do. Just before I get ready to turn the machine on, I grab my garbage can and put it under the outfeed table. This catches about 80% of the saw dust. Just after I turn the machine off, I start sweeping up the remainder. You'd be surprised how well the garbage can method works. Try it next time you use your planer!!!
Not sure the Delta is the same, but I use a similar dust hood on my Dewalt planer. Works real well. It does require at least a big shop vac to work well. The Dewalt one has a 4" connection port, then a reducer to 2.5". I use the reducer and a big shopvac which catches most of the mess. You could add reducers to reduce it further, but I think you'd have problems with clogging.

Assuming you have a shop vac, you can connect the hood to a 5 gal or larger trash can which then connects to your shop vac. Grizzly sells two different sized seperators that connect from the shop vac to the planer....creating a two stage ...and just empty the trash can..
