I just made a picture frame from Philippine mahogany and I stained it with a red mahogany stain because it was so light in the raw wood state. Now 5 days later, the stain is still not dry – I can rub it with my finger and get stain on my finger – it also feels tacky. I’m going to try to seal it with polyurethane as a finish, but I’m not sure it will work. Any advice? I don’t think I will work with that wood again.

Try using acetone to remove the excess stain. Try it on an area or separate piece of stained wood to find out the reaction. The reaction you got some times comes from improperly cured mahogany.
