   I just ordered some of the paint on acrylic roofing from http://www.conservationtechnology.com to try on plywood, using it as a sort of super-good elastomeric paint.

   Paint is probably best, and acrylic at that, but it's only as good as the plywood.

   So use a marine-grade ply for continuous immersion.
