i sanded red oak banding to 220 grit , but when appling oil stain it just kinda layed on top with little to no penetration. what can i do to make it penatrate?

Timing is everything in life. You caught me at the keyboard this morning.
You sanded it too fine. Try re sanding with 150. There is rarely a need to go past 180 grit when sanding, especially when you are staining it.
What stain?
