I have not used the new forum much and have a question. In the “recent discussions” box there are listed several well known wooodworkers and after their names, it says “Not taking questions” Why is this?

My Bet
I bet it's because they're not taking questions.
Just a guess.
This is the remnant from a "Ask the Experts" section of the on-line paid membership, But it proved too expensive since these experts were being compensated.and the program was ended. For reasons entirely beyond my comprehension, but presumably planned not to eliminate any historical data, when the software was changed to the current system, those threads were not deleted. Perhaps someday someone will complete the upgrades to this site and eliminate such clutter.
You mean we are not all paying $34.95/year to access Knots? Then, I really don't understand the constant harangues about the quality of the software and its manager of a free service. BTW - for those who are not online members - it is well worth the cost , if used for nothing more than a searchable resource for past articles.

Knots costs **zero** dollars
To clarify (once again)....Knots and other Taunton forums are free. The online subscription cost gives access to articles, videos and other extra features. Those who subscribe to the print magazine pay a reduced subscription price.
re: "Ask the Experts"
I think the past Q&A has value from an archive perspective, but I agree that the section should be handled better - indicating that it is there for archive purposes only and blocking new posts. As-is, the handling clouds the fact that Taunton decided not to fund that resource, instead of being straightforward about that fact.
When "ask the experts" was
When "ask the experts" was ended that was announced and the expense issue was clearly addressed as the reason. That's not an issue for me. But the responses could be preserved in a searchable archive without having the listings fall under the recent discussions head. And you are right that new posts for all of them should be shut off. It's a matter of sheerest luck if a question posted down there ever gets answered at all let alone getting the benefit of a full discussion with several viewpoints being expressed. .
