Route the decorative profile and cope by hand.
*Shaping Wood, by Lonnie Bird, Taunton Press, expands on what CS said. There is another way which, briefly, is a half lap, described in Woodwork Joints, by Charles H. Hayward, 1975. Bird's book is new, easier to get.
