Does anyone know how to remove the bolt under the wooden head of this drill? Photo for reference. I have tried vice grips but it doesn’t seem to want to twist or be pulled.

That does not look like a bolt to me. It looks like the end of the shaft had the washers / bearings pressed on and then was peened out. I don't see threads or the flat bearing surfaces typical of a nut or bolt in the photos.
What MJ said. You either have to grind off the peened portion, or use a punch and "unpeen" it.
With a grinder! I think the previous post is correct. So, to be determined by you.. if you grind it off is there enough shaft left to tap and replace with a nut? A nut by itself won't work actually because it will unthread in reverse. Seems to me to be a situation for epoxy or maybe a welder or maybe that tool is toast.
So for fun I looked on ebay. There are countless braces on there and many at about $25, some less ,of course there is always the person that thinks theirs is worth a pile. Adjusted for inflation an antique drill brace is probably worth less than when it was new. So, not vintage, " used"! Once everyone had one of those I guess. Now,hardly anyone uses them. I have 50 different ways to drill a hole but sometimes slow is better and a brace and an auger are the best thing to use. I think mine is a Miller's Falls ,at least the one hanging there. I have a couple more buried away somewhere.
