I read that McCloskey Man o’ War varnish was a very good varnish for outdoor use but their instructions OK it for outdoor furniture but not stairs. I want to varnish my mahogany stairs with the best varnish available. What would you suggest?

Marine varnish is not a good choice for stairs as it won't give you the abrasion resistance required.
You would, in this case, be better off with a urethane. There are water or oil based available. IMO, go with the oil based.
McCloskey which is now owned by Cabot, used to have a product called Gym Seal. It was a varnish that was tough as nails. Sadly, it is discontinued.
When finishing the treads do a minimum of three coats.
